Institute for Border Logistics and Security

Established in 2013, the Institute for Border Logistics and Security (IBLS) is designed to be North America’s premier location for cross-border logistics, education and research.  Its purpose is to provide an infrastructure of knowledge on cross-border logistics and security through collaborative efforts across academia, research, industry and government in the field of transportation, cross-border logistics and security. Increasingly, businesses across the world are using global value chains to ensure that the right item in the right quantity at the right time at the right place for the right price in the right condition gets to the right customer.

In 2017, the IBLS was integrated as a department of the not-for-profit WindsorEssex Economic Development Corporation (WE EDC) leveraging its economic expertise, networks and tools.

The IBLS works collaboratively with federal, provincial and state governments, education institutions, industry and industry associations on both sides of the Canada/US border.  These collaborative efforts are intended to better understand cross-border logistics and border security issues with the goal of supporting the development and implementation of timely and practical business/industry solutions.

Are you border ready?


The IBLS is part of a $20 million contribution from the Government of Canada with the goal to create a world-class economic cluster in logistics and security in the Windsor-Essex region. It is a partnership between the University of Windsor and the City of Windsor. The IBLS is the first Institute of its kind, where academic, government, and private industry will all come together to action and make scalable the results of ongoing research on border security and logistics conducted by the Cross Border Institute at the University of Windsor.


IBLS Objectives

The IBLS will strive to achieve the following:

  • Increase “border readiness” (awareness/ knowledge) on border issues
  • Simplify or streamline border-related information and processes on border issues
  • Increase collaboration on border issues across various organizations
  • Support Windsor-Essex in becoming a world-class economic cluster
